A Code of Practice is a comprehensive operational code for a regulated discipline, usually implementing an external legal or international standard. It answers both “what must be done?” and “how is it done properly?”. Codes are longer and more prescriptive than Policies. They combine requirements with explanation (for example, what money laundering is and how risk is assessed), worked indicators and templates.
Use a Code of Practice when a whole compliance discipline must meet a recognized external standard and Licensees need a complete, self-contained reference against which the Commission can examine them.
Current example: the AML/CFT/CPF Code of Practice, which implements the FATF Recommendations and is the “AML Policy” the Gaming Regulations refer to (Regulation 21).
