Licensing
Application Process
The licensing process is designed to ensure that applicants meet the Commission’s regulatory, operational and suitability requirements.
Step 1 – Engage an Approved CSP
The applicant appoints an NGC-approved Corporate Service Provider to coordinate the licensing process, provide regulatory guidance and submit the application.
Step 2 – Prepare and Submit the Application
The CSP submits the application through the Commission’s licensing portal, together with the required corporate information, ownership details, supporting documentation and applicable fees.
Step 3 – Suitability and Due Diligence Assessment
The applicant, its beneficial owners and key individuals undergo suitability assessments, including fit-and-proper checks, financial integrity reviews and verification of relevant information.
Step 4 – Regulatory and Operational Review
The Commission evaluates the applicant’s business model, technical arrangements, operational readiness and proposed compliance measures against the Online Gaming Regulations and applicable policies.
Step 5 – Licensing Decision
Following its assessment, the Commission determines whether to approve, reject or request further information on the application. Approval may be subject to specific licence conditions.
Step 6 – Licence Issuance and Commencement of Operations
Once all pre-licensing requirements, applicable fees and conditions have been satisfied, the Commission issues the online gaming licence, authorising the operator to commence activities within its approved scope.
Step 7 – Ongoing Compliance and Supervision
Licensed operators remain subject to the Commission’s ongoing regulatory oversight, reporting obligations, compliance monitoring and supervisory requirements.
Corporate Service Provider Approval
Corporate Service Providers seeking recognition by the NGC must submit an application demonstrating their legal standing, professional experience, relevant authorisations and capacity to support operators throughout the licensing process.
Approval is granted at the Commission’s discretion, subject to its assessment of the CSP’s suitability and compliance with applicable requirements.
